Migratory Rights

I think some of the world's problems would be solved if we would restore people's migratory rights. People used to have the freedom to move about as desired, and maybe more importantly, as needed. They would follow food sources, live near water. If something was amiss where they were they went elsewhere. But eventually people's right to migrate got taken away. The American Indians, for instance. They hunted, followed food, lived nomadically. That's how they survived. Then, they were forced to live on Indian reservations. When the food there ran out, they were forbidden to leave their reservations without permission and so starved. I have a feeling the world's most starving nations have similar stories. Who does it serve for one person/group/country to force another to stay in situations that are bad for them, unhealthy, even dangerous or life threatening? Why do people feel the need to control so much? Who does it really serve?
